Information to support local authorities to fulfil their legal duties and powers in relation to securing the provision of education and training for learners with learning difficulties and/or disabilities (who are over compulsory school age but under 25 and are subject to a learning difficulty assessment) at independent specialist providers as detailed in the Apprenticeships, Skills, Children and Learning Act 2009.
