Careers Guidance
New report published
"Careers
guidance for young people: The impact of the new duty on schools:
Government Response to the Committee's Seventh Report of Session
2012–13". In it is reads:
“We have already made it clear in statutory guidance that
face-to-face support should be secured where it is the most
suitable support for young people to make successful transitions,
particularly for those from disadvantaged backgrounds or those who
have special educational needs, learning difficulties or
disabilities.”

Study Programmes for 16-19 year olds
The
introduction of Study Programmes is a change in the way that
education and training is provided for young people aged 16-19

Fulfilling potential: Working together to empower disabled
people
On 17 September 2012 the Government published two
documents which set out its approach to the commitment to enable
disabled people to fulfill their potential and play a full role in
society.
Government publishes draft SEN and
disability provisions as part of the Children and Families
Bill
On 3rd September the Department for Education
published draft legislation on reform of provision for children and
young people with Special Educational Needs (SEN) and
disabilities.
Education Funding Agency e-bulletin issue 13: Academies specialist
SEN funding
From 2013/14, academies will no longer receive
a separate payment for specialist special education needs (SEN)
support services. Local authorities will be required to provide
these services to pupils in academies and Free Schools on the same
basis as pupils in maintained schools.
School funding reform: Final arrangements for 2013-14
This
document sets out the steps the Government will take to reform the
funding system for 2013-14 in preparation for a National Funding
Formula in the next spending review period and completes the detail
which was left open in the March funding document.
Personal Independence Payment - information for support
organisations and advisers
The Department for Work and
Pensions has published a presentation and a quick guide for support
organisations and advisers on information about Personal
Independence Payment (PIP) to organisations that support disabled
people.
Children and
Young People's Health Outcomes
The Children and Young People's Health Outcomes forum has published
a report that sets out recommendations to improve children and
young people's health results.
Support for
students with learning difficulties and disabilities in post - 16
education in England - Commons Library Standard Note
This note outlines arrangements for students with learning
difficulties and disabilities in post -16 education in England. It
gives an overview of policy in this area and current funding
arrangements. It also discusses the proposals in the 2011 SEN and
Disability Green Paper, Support and aspiration: A new approach to
special educational needs and disability.

Careers Guidance
From September
2012, schools will be legally responsible for securing access to
independent and impartial careers guidance for all pupils in years
9 to 11.
Creating an inclusive Apprenticeship Offer

disabilities.
Apprenticeships for young people: A good practice
report
This report presents some of the common factors
that have led to high performance in the work of 15 providers who
are extensively involved in delivering apprenticeships to young
people. It explains how the providers have successfully recruited
young people as apprentices: introducing them to the world of work;
supporting them in developing vocational skills and completing
their apprenticeship frameworks; and supporting their progression
into employment and further study.

Service (NAS)
NAS supports, funds and co-ordinates the
delivery of Apprenticeships throughout England.
Funding Reforms
Final
details of the reform of the school revenue funding system have now
been announced.

Paper
This White Paper sets out the Government's vision for a reformed
care and support system.
Draft Care and Support Bill
The
draft Care and Support Bill will create a single law for adult care
and support, replacing more than a dozen different pieces of
legislation.
Government response to the consultation on 16-19 study programmes
and plans for implementation
All 16- to 19-year-olds will
be offered high quality study programmes aimed at giving them the
best opportunity to move into higher education or secure skilled
employment.

A series of factsheets on the
Health and Social Care Act 2012 explain particular topics contained
in the Act, including its key themes. They include case studies of
the policy in action, or answer frequently asked questions about
the topic.
Ofsted announces major review of access and achievement in
education
New review of access and achievement in education. The review will
focus on the issues facing deprived communities and will aim to
provide radical new solutions to what are long standing and deep
seated problems.
Government supports decade of social action opportunities for young
Britons
The Minister for Civil Society, Nick Hurd, has announced that the
government will work with the voluntary sector, schools and
businesses to support a new generation of socially active and
responsible young people.
New standards set
for emergency care of children and young people
The
third edition of Standards for Children and Young People
in Emergency Care Settings provides healthcare professionals,
providers and service planners with measurable and auditable
standards of care applicable to all urgent and emergency care
settings in the UK.

Progress and next
steps sets out a summary of the key responses to the consultation
questions in the SEND green paper, current progress and the
Department for Education's further plans for the vision.

Health and Social Care Act
The Health and Social Care Bill received Royal Assent on 27 March
2012 and has now become the Health and Social Care Act.
Welfare Reform
The Welfare Reform Act was given royal assent on 8 March 2012. The
Act makes significant changes to the benefits system and will
impact on many of the benefits that families with disabled children
access.
Disability Employment Support: Fulfilling
Potential
On 7 March 2012, the Government published
“Disability Employment Support: Fulfilling Potential” which sets
out the strategy for specialist disability employment programmes
and includes a summary of the responses to the public consultation
of the Sayce Review.

Learning Difficulty Assessments guidance
for local authorities
On 13 February 2012 the Department for Education (DfE) published
new guidance on Learning Difficulty Assessments.
Positive for Youth: A new approach to
cross-government policy for young people aged 13 to 19
The Department for Education has published a new set of documents
describing all of the Government's policies for young people aged
13 to 19 in England, within the context of a vision for a society
which will enable all young people to succeed.
Academies and funding for SEN specialist
services
The Government have announced it will exempt local authority
expenditure in relation to SEN services from the academy recoupment
process for 2012-13.
Raising the participation age
The Education and Skills Act 2008 increases the minimum age at
which young people in England can leave learning, requiring them to
continue in education or training until the end of the academic
year in which they turn 17 from 2013 and until their 18th birthday
from 2015.

Outcomes Forum
The Children and Young People's Health Outcomes Forum are leading
the development of the Children and Young People's Health Outcomes
Strategy, launched by the Secretary of State for Health on
26th January 2012.

Fulfilling Potential
In 2008, the Office of Disability Issues, with the involvement
of disabled people, developed and published a five-year strategy
called the 'Independent Living Strategy'.

Sayce review: Getting in, staying in and
getting on: Disability employment support fit for the
future
In December 2010, the Secretary of State for Work and
Pensions asked Liz Sayce, the Chief Executive of RADAR, the
UK's largest disability campaigning organisation, to conduct an
independent review of the Government's specialist disability
employment programmes.
